I found PGP a bit confusing the first time I set it up as well.

You are on the right track.  Once you have set up your keypair on the 
server and made the public one the default signor, you need to get the 
secret key into the machine that is going to decode the encrypted 
attachments.  I ended up exporting both the public and secret keys from the 
server, then moving those files to the receiving machine and importing them 
into the keyring on that machine.

The syntax for the export was very specific.  I don't remember it 
exactly.  Keep trying, you will get it.
