[mv] 3.14-5 on WinNT almost working but ....

Hi All,
I'm setting up Minivend on NT for the first time (I've done many Linux
stores). I've got almost everything working, except for a couple of issues.
First, Order Numbers don't seem to increment. If I delete the
etc/order.number file, a new one is created with:
#COUNTER-1.0
000000
and the first order shows up as '000001', but the value in etc/order.number
doesn't get incremented, so every subsequent order is also '000001'. I
looked at the code and suspect their is a locking problem, but I didn't see
any obvious way to fix it. Has anyone else already solved this?
Second, uploads from within MiniMate just hang. Does anyone have this
working? Any tricks or do I just have something setup wrong?
I'm not sure how relevant this is, but when I'm trying to upload from
within MiniMate, the following message appears in the DOS window running
Minivend:
The Vend URL directive (now set to '') should probably
start with 'http:' or 'https:'
In line 99 of the configuration file '':
WritePermission group
Here is line 99 of my config file (catalog.cfg):
VendURL http://__SERVER_NAME____CGI_URL__
Any thoughts or suggestions would be much appreciated.
