I have the same problem. I've built a few test catalogs, this error 
comes up consistently for me whenever I try to use mySQL with 4.03.

The makecat script isn't able to create a test_minivend db; I did the 
bin/mysqladmin create command manually, created the database, and 
went back to bin/minivend -r, wherupon I get the config error that 
you mention.
