Hmm. Even if there are a few thousand zip codes, this shouldn't be a
significant problem if you have only one catalog. You can check the
difference in the RSS of the process with a small one and a big one if
you want to, but I don't think this should add more than a meg to the
executable size.  This is not an appreciable problem on any modern OS
and server hardware. If you had a bunch of catalogs, yes, it might have
some real impact.

The only way out is to write a custom routine along the lines of
[fly-tax], which you will find in flycat.cfg. There are better
things in MV4 -- this might be one for Tie::Watch, which allows you
to attach a subroutine to a catalog.cfg directive. Or more probably
for SalesTaxFunction, which allows you to attach a Perl subroutine to
do salestax.
