You can put it anywhere that the minivend user can execute it. Just to
keep from losing it, it's logical to put it wherever your pgp executables
live. Usual permissions for the shell file would be either 555 (read &
execute for all) or as 500 with it owned by the minivend user if you're
paranoid. Try running the shell all by itself (logged in as the minivend
user) with arguments you think should work and see if it actually does
what you think it should. For instance, as user minivend you should be
able to type:

  > echo test | /path/to/pgp_start.sh -fat -r whoever@wherever.com

(which I believe is the correct syntax for pgp5 and pgp6). The target user
(or key-id) is the user you're sending the encrypted email to, so you'd
normally specify their key-id, which has to be in the minivend user's
keyring. The test command above should encrypt the word 'test' with the
recipient's public key if everything is correct. Bear in mind that if you
specify the "2>/dev/null" redirection in your catalog.cfg then when MV is
running you will not see any errors, since stderr is discarded.
