[mv] Setlocale and Persist

I have a catalog where certain users use a different price list for the
goods.
I have this currently setup using the locale settings.

In catalog.cfg
Locale en_FORC PriceField forc

In the welcome page (displayed after the user logs in)
I have this:
[setlocale locale=en_FORC currency=en_US persist=1]

To have it use the new price list.

The problem is persist doesn't seem to be working. On subsequent pages
the regular price shows up (If I set it on the results page, the correct
value doesn't show up on the basket or checkout pages). In order to have
it propogate throughout the users order chain I need to continually
reset the locale. 

Is there something I am doing wrong here?
