[mv] papa bear test account and shipping problems

This might be documented somewhere else but I missed it:

In my efforts to setup shipping to do USPS only and quantity
based shipping I had been pulling my hair out as to why
no matter where I set the mv_shipmode or DefaultShipMode (or whatever)
and tweaking  checkout.html to set it to default to usps when possible
and configuring shipping.txt and shipping.asc as they should be,
I still wasnt getting anything but  "0.00" on shipping when testing it.

My problem was that I was using the "test/test" account built into
Minivend / Userdb and that account of "Papa Bear" already had
its shipping mode set to "uspg" so nothing came up to offer
to change the mode nor did coding the defaults in catalog.cfg
or edits in checkout.html.

To "fix" this I had to go to the profile and select usps and re-save
my settings while still being pappa bear aka test/test and now the
shipping comes up as expected.

Like I said maybe most of you wouldnt use the test/test account
but its there for a purpose and I dont know if its documented 
anywhere that "papa bear" prefers "uspg" and its gonna be like
that when you do your testing so you will have to modify that
account or your testing will fail like mine did if you do something
other than uspg.

I figure I would send this to the list for archival purposes
so some shmoe like me can do a list search and find out whats wrong
after they spend a couple hours as "papa bear", fudging with the
shipping setup and getting nowhere.
