I had similar problem some time ago. Eventually traced it to the following:
Our ISP is running Stronghold/Apache server software. In order to "optimize 
performance" they set the HostLookup parameter in the server software to "off" 
on the non-secure server and left it set to "on" in the secure server. Once they 
were both set to "on" the problem went away.
