[ic] Apache ErrorDocument

IC 4.8.5, Kernel-2.4.18, perl-5.6.1, Apache/1.3.26 (Unix) Debian
GNU/Linux mod_ssl/2.8.9 OpenSSL/0.9.6d mod_perl/1.26 DAV/1.0.3, Kevin's
mod_interchange

After reading a magazine article I have decided to give a friendlier 404
file not found message. I would like IC to be a part of delivering this
page. In httpd.conf I specify:

	ErrorDocument 404 <CGI_URL>/special/missing.html

foo is not my CGI_URL. If I try http://<domain.com>/foo in my browser I
get the IC index page for <domain> as opposed to the stock 404 screen
but I do not get my missing page (pages/special/missing.html).

I should probably know more than I do about how Apache works by now but
I don't so please help. Thanks.
