Vend/MakeCat.pm is a perl module that comes with interchange (Vend is
really the hierarchy that _is_ interchange).  So, where did you unpack
the interchange tarball?  Is it in this list of directories?  It might
be enough for you to make a symlink between your interchange/lib/Vend
directory and /System/Library/Perl directory.
