[ic] IC 4.8.5 under FreeBSD 4.6 and 4.5 and trouble with genconfig and version.tag

The only difference is, that FreeBSD 4.5 and 4.6 has perl 5.6.1 in 
/usr/bin/local and FreeBSD 4.4 has Perl in /usr/local/bin/perl. All IC 
in all FreeBSD has the right path, because I installed IC on FreeBSD 4.4 
with

/usr/local/bin/perl Makefile.PL

and the Makefile has the right path to the perl and all needed paths fpr 
the libs etc.

I noticed another case. MV and IC with Version < 4.8.3 (I'm unsure) was 
always using cpan during the installation. But since Version 4.8.5 not. 
Why?
