I can't 100% tell what you mean.  Does the 1 contract/catalog
mean you can generate a complete product database for any given
catalog in advance?  If so you might be able to use one source
database and write a few perl DBI scripts to generate the
"derivative" catalog databases from it.  I'd assume your menus get
built from the databases dynamically.
