Oddities: [L] tag and "last_search"

In the 'simple' catalog pages, in the basket.html page, I see the [L] tag
used constantly. I'm still not really clear as to what it does precisely,
and the documentation only seems to address it vaguely in the Locale
section. Could someone explain this more thoroughly?

Also, the "last_search" variable doesn't seem to be finding the last search
page. Does search caching need to be enabled? Is there another method to
specify a return page? Any brief examples?

Sorry if these questions seem basic, but I go through spurts of great
progress and then get hung up with little things like this. I like
Minivend -- I've recommended it to two others that are using it -- it's very
powerful. But the documentation is abysmal. It's like learning to speak
English by reading the dictionary. Any help would be appreciated.
