[mv] Locale problem with include

hello,

I have m3.14 instaled on redhat. I tried to use [L] tag for locale variations in some header files like logobar, menubar etc. it did not worked. 

i tried using [include] tag. it runs but it does not consider any [L] tag. they appear in a different way.

look: 
[L]Buy Now[/L]   < --- this is what i write in included file
[L]Buy Now[/l]   < --- this is what i see when i view that page on the web.

is there a restriction for locale database not to be used in included files? 
if so how can i get rid of it?

i am working on documents and conf files but nothing. please help.
