By default, the pages/ directory is the root for catalog pages, so the 
error message means that minivend could not find the "missing.html" file in 
/catalogs/yourcatalog/pages/special_pages/.

Check the SpecialPage entry in catalog.cfg and modify any path or file 
names as needed.

If minivend can't find index.html in pages/, is it missing?  Perhaps the 
catalog root is not set properly in the copied-over catalog.cfg file (not 
minivend.cfg).  Check the paths and URLS defined near the top of the file 
to ensure that they are correct.
