Hmmm...during the MV installation, MV need a compiler to build/create
the vlink and tlink. If you have not the permission to use the compiler,
you have no change to use MV. Attention, copy the vlink and tlink from
another FreeBSD system didnīt solved this.

Let this be! In my experience as any user "xyz", i haven't get any
success to install MV in my FreeBSD. Only as an user "root".

A normal user in FreeBSD will not able to use chown (security)!

Perhaps! A simple answer is (for example),
1) your user name is "ed" and your group name is "france", you have to
tell MV during the MV installtion about this names
2) All the names of your cgi-bin directory must be the same name as 1)
Hmmm...i get an idea suddenly...try a fast check and install your MV
again with the name "visprox" and "bsdi" instead of your former names.
Maybe this can helps you. I don't know.

Hmmm...maybe you have meet the wrong Americans? ;-))

It is simply, very simply! Install MV as root, chown all MV files to the
right group and user name. And make sure, you have all perl modules
installed to support MV well.

True! It is the permission problem! MV need the write and read
permissions!
